On June 13, 2024, employees of the Institute of Economics of NAS of Belarus visited the China-Belarus Industrial Park “Great Stone”. The park is located 25 km from the city of Minsk in a unique natural complex and in close proximity to the international airport and is a special economic zone offering attractive economic preferences and a simplified system of doing business.
The employees began their acquaintance with the park by visiting the Innovation Center for the Commercialization of Scientific and Technical Developments (R&D Center), which represents a comprehensive platform for nurturing startup projects and a business incubator for the founders of scientific and technical innovative enterprises. Its territory houses laboratories, training centers, office space for startups, trade exhibition and showrooms.
While exploring the showroom, participants learned about the history of the creation of the China-Belarus Industrial Park, starting on May 12, 2015, when the heads of state of the People’s Republic of China XI Jinping and the Republic of Belarus Alexander LUKASHENKO visited the park; management structure and composition of shareholders of the park; placing the park on the economic belt of the Silk Road (“One Belt, One Road”).
Deputy Head of the Administration Mikhail ZHIGALO presented to the event participants the Industrial Park Plan, which includes stages of development of territories for industrial and logistics purposes, transport infrastructure, commercial and residential purposes.
The unique advantages of the Great Stone Park were demonstrated:
- a simplified process for the acquisition of privately owned land plots by foreign and local companies;
- the possibility of applying the customs procedure of a free customs zone;
- reduction of time frames for design, construction and acceptance of objects into operation, etc.
One of the advantages of the park is the provision of tax and customs benefits for the period until 2062.
A unique service for companies is the “One Station” system, which allows you to solve all administrative and permitting procedures for doing business. Today, its functioning involves 7 government bodies and organizations providing services to residents and investors. Of the 95 procedures carried out by the park administration, 88 are fully digitized and available for implementation through onestation.by. Service is provided 24/7.
The administration of the Great Stone Park organized a study tour for employees of the Institute of Economics around the territory of the special economic zone, during which participants were able to evaluate the activities of the largest residents: CHINA MERCHANTS GROUP, JV MAZ-Weichai, LLC ZUMLION BEL-RUS", LLC "SINOMACHBEL", LLC "AMB-Engineering", etc.
Negotiations took place between representatives of the Institute of Economics of NAS of Belarus and the Administration of the Great Stone Park in the field of ensuring information interaction between organizations. The Head of the Center of Innovation and Investment Policy, Elena PRESNYAKOVA, presented books on the development of China-Belarus cooperation, prepared and published by employees of the Institute of Economics of NAS of Belarus.
At the end of the trip, the participants visited the memorial sign “Road of China-Belarus Friendship”, located near the Great Stone Park and marking the initial stage of a long journey in the development of cooperation between the countries.
