The monograph comprehensively presents the tools and mechanisms for ensuring the innovation-driven economic development, used in foreign countries, including in the conduct of scientific, technical, innovation, investment, industrial policies and policies for the digital transformation of the economy. Recommendations for adapting effective measures used in global practice to the conditions of the Republic of Belarus have been developed.
The book is a generalization and systematization of the Chinese experience of expert and analytical support of government agencies. The historical development aspects of the expert-analytical support mechanism of public administration have been studied, special attention is paid to its further evolution. A methodical approach to the ranking of Belarusian expert-analytical structures has been developed. The monograph contains practical conclusions and recommendations on the use of Belarusian expert-analytical structures’ potential in the processes of: public opinion formation, within both domestic society and target foreign audience; ideological support of socio-political and socio-economic development of the Republic of Belarus; foreign policy implementation of the «soft power» of the Belarusian state. The monograph is of interest to researchers, university professors, postgraduate and graduate students, government officials.
The theoretical and methodological framework of the industrial policy formation is expanded. The analysis of the institutional conditions for the formation of the industrial policy of the EAEU member states is carried out. Methodological support has been developed for a comparative analysis of the partner states’ industrial policy, as well as a theory of harmonization of the industrial policy of the EAEU member countries in the context of intensified integration, including principles, concept, organizational and functional model, algorithm and methodological support. The areas and practical recommendations on the development of the organizational and economic mechanism for coordinating the industrial policy of the EAEU member states are substantiated.

The paper substantiates the theoretical and practice-oriented provisions for improving the mechanism of Eurasian integration in terms of the formation of the regional component of the mechanism of integration of the Eurasian Economic Union and Belarus’s participation in it. Author's drafts of the Concept for the development of integration ties of the EAEU member states at the regional level and the Roadmap for the participation of the Republic of Belarus in the regional integration policy of the EAEU member states for 2016-2020 have been developed.
Theoretical ideas, methodological principles, practical solutions and approaches are comprehensively presented in the context of the formation and development of innovative production systems, and the problems of intellectual assessment of related processes and phenomena are considered, taking into account the features and development trends of world markets of high-tech products in modern conditions. The logic of the material composition and presentation is formalized on a scientific, technological and informational basis, taking into account the applied areas of organizational science and management, as well as from the standpoint of the development of goal-oriented self-organizing systems.
The methodological provisions for the use of a system of indicators of the development of the world economy and individual countries are described in order to determine the economic potential and develop a strategy for the implementation of national sovereignty in the context of the development of integration processes, taking into account their regional features.
A number of theoretical, methodological and practical issues related to informatization in the Republic of Belarus and the member states of such integration associations as the CIS, the EAEU, the EU are analyzed. The assessment of domestic and international experience in creation the information-oriented society is provided as a prerequisite for the implementation of state sovereignty, within international economic relations in particular. From the standpoint of information support for the implementation of sovereignty, a strategy has been disclosed for creating a single information space in integration associations using the example of Belarus, Russia, Kazakhstan; the features of the information space formation within the EAEU are characterized. Based on the original sources, the main provisions of the EU communication policy are presented.
The paper outlines methodological approaches to solving the problem of increasing the energy efficiency of the Belarusian economy on the basis of such promising area as the development of distributed energy generation. The possibilities of using various innovative technologies of distributed generation are analyzed and proposals for further modernization of the energy supply system are given. An economic mechanism for the interaction of distributed generation with the country's energy system is proposed. An economic assessment of the level of economy’s energy efficiency is carried out.
