On June 27, 2024, the International Research-to-Practice Round Table “The Law of National Economic Security: Problems of Formation and Ways to Solve Them” was held at the Institute of Economics of NAS of Belarus.

The round table was opened by the head of the Center of State Building and Law of the Institute of Economics of NAS of Belarus, Candidate of Legal Sciences, Associate Professor Ekaterina GLADKAYA, who welcomed the participants and guests of the event and wished them fruitful work.

Director of the Institute of Economics of NAS of Belarus, Candidate of Economic Sciences, Associate Professor Denis MUKHA addressed the participants and guests of the round table with a welcoming speech. In his video message he pointed out the importance of the issues raised during the round table, the solution of which seems possible by using the scientific potential of representatives of various fields of scientific knowledge. “In this regard, it is natural,” the director noted, “that not only representatives of legal science and legal practitioners, but also economists, sociologists and philosophers responded to the invitation to take part in a round table dedicated to discussing the problems of the formation of the law of national economic security as a branch of law and a branch of scientific knowledge”. Words of gratitude were expressed by him to the head of the Department of Economic Law of the BSU, Doctor of Legal Sciences, Professor Natalya BONDARENKO for accepting the invitation to co-organize this event. At the end of his welcoming speech, the director of the Institute of Economics of NAS of Belarus wished the participants and guests of the round table new scientific discoveries, success and prosperity.

Tatiana TETERINETS, Scientific Secretary of the Institute of Economics of NAS of Belarus, Candidate of Economic Sciences, Associate Professor, addressing the participants of the round table, noted the high level of organization of the event and the wide range of topics of the presented reports.

Natalya BONDARENKO in her welcoming speech thanked Denis MUKHA and Ekaterina GLADKAYA for the invitation to take part in organizing the round table. She conveyed good wishes to the organizers and participants of the event, expressed by the dean of the Faculty of Law of the BSU, Candidate of Legal Sciences, Associate Professor Andrei SHIDLOVSKY. She noted the interdisciplinary nature of the problems arising in the field of ensuring national economic security, and the special contribution of the Institute of Economics of NAS of Belarus and the school of economic law, created at the Department of Economic Law of the BSU, to their solution.

Tamara MAKAROVA, head of the Department of Environmental and Agrarian Law of BSU, Doctor of Legal Sciences, Professor, delivered a welcoming speech to the participants and guests of the round table. In her speech, Tamara MAKAROVA noted the particular relevance of certain areas of ensuring economic security and the need to separate food security from it as an independent type of national security.

Ekaterina GLADKAYA thanked Tamara MAKAROVA for accepting the invitation to take part in the round table and noted that the Center for State Building and Law of the Institute of Economics of NAS of Belarus carefully preserves the memory of Doctor of Legal Sciences, Professor Nikolai STOROZHEV - the man through whose efforts the Institute of State Building and Law was created within the structure of NAS of Belarus; a scientist who made an invaluable contribution to the development of the science of environmental and agricultural law. In a solemn ceremony, Tamara MAKAROVA was given the “Book of Memory of the Institute of Economics of NAS of Belarus: in the name of peace and creation,” which contains a description of the life path of Nikolai STOROZHEV.

As part of the round table, expert opinions were expressed regarding the solution of general theoretical problems of the formation of the law of national economic security as a branch of law and a branch of scientific knowledge, the problems of ensuring the quality of human capital as a criterion for personnel security were considered, attention was paid to the problems of implementing artificial intelligence in the system of public relations, issues of personal data protection and food security were raised.

Natalya BONDARENKO, head of the Department of Economic Law of BSU, Doctor of Legal Sciences, Professor, made a report on the topic “Prudentialism as a science of ensuring national economic security and a branch of economic and legal science”.

Natalya MAKOVSKAYA, Professor of the Department of Economics and Management, Mogilev State University named after A.A. Kuleshov, Doctor of Economic Sciences, Professor, made a report on the topic “The quality of human capital as a criterion for personnel security (based on the example of assessments of Belarusian managers’ competencies)”.

Maria MIRYUKOVA, Associate Professor of the Department of Jurisprudence of the Western Branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (Russian Federation, Kaliningrad), Candidate of Sociological Sciences, Associate Professor made a report on the topic “Social support for citizens as the basis of socio-economic stability: regional aspect”.

Vladimir ERMOLOVICH, Professor of the Department of Criminal Law Disciplines of the Faculty of Law of the International University “MITSO”, Doctor of Legal Sciences, Professor made a report on the topic “Current state, trends in liability in civil transactions: theoretical, legal aspects”.

Ekaterina GLADKAYA, Head of the Center of State Building and Law of the Institute of Economics of NAS of Belarus, Candidate of Legal Sciences, Associate Professor, in her speech, noted the role of the center in the formation of the law of national economic security as a branch of law and a branch of scientific knowledge, as well as in the development of scientific approaches to solving problems of legal support for national economic security. Ekaterina GLADKAYA paid special attention to the monographic publications of the center’s staff on the topics of the round table.

Yuri KONANEVICH, senior lecturer at the Department of Economic Law of the BSU, made a report on the topic “Methodology for studying the problems of implementing artificial intelligence in the system of public relations”.

Nadezhda SHVED, Deputy Head of the Personal Data Protection Methodology Department of the National Center for Personal Data Protection of the Republic of Belarus, Candidate of Legal Sciences, Associate Professor, made a report on the topic “Ensuring the protection of personal data as a component of economic security”.

Tatiana GORUPA, Head of the Department of Civil Law Disciplines, Brest State University named after A.S. Pushkin, Candidate of Legal Sciences, Associate Professor made a report on the topic “Legal means of regulating retail trade using the Internet: national and foreign aspects”.

Vladislav EFIMOVICH, senior lecturer at the Department of Economic Security of the Educational Institution “Academy of the Ministry of Internal Affairs of the Republic of Belarus” made a report on the topic “Food security of the Republic of Belarus in the context of economic sanctions”.

Yulia LYSAKOVSKAYA, applicant for the Department of Civil and Economic Law of the Academy of Public Administration under the President of the Republic of Belarus, made a report on the topic “Fiscal agency as a methodology for managing a state monopoly”.

The speeches of the round table participants were accompanied by a lively scientific discussion, within the framework of which new scientific ideas and approaches to solving problems of ensuring national economic security were generated.

The event was attended by representatives of leading educational institutions of Belarus, Russia and Italy, representatives of the National Center of Legislation and Legal Information of the Republic of Belarus, the National Center for Personal Data Protection of the Republic of Belarus, the State Institution “The Scientific and Practical Centre for Problems of Reinforcing Law and Order of the Prosecutor General’s Office of the Republic of Belarus”, Minsk City Bar Association.

The organizer of the round table was the Center for State Building and Law of the Institute of Economics of NAS of Belarus, and the co-organizer was the Department of Economic Law of the Faculty of Law of the BSU.
