On November 15, 2024, the work of the Section 2 “Development of Business Environment in the Context of Modern Challenges and Threats” was held within the framework of the conference “Strategy of Economic Development of Belarus: Challenges, Instruments and Prospects” held by the Institute of Economics of NAS of Belarus.
Representatives of science, education and entrepreneurs discussed methods of business environment assessment, modern trends of market functioning, activities of enterprises in a difficult situation of sanctions pressure and geopolitical tension, measures of state policy to stimulate business activity, new types of insurance and crediting of business entities.
Anna POPKOVA, Candidate of Economic Sciences, Associate Professor, Head of the Department of Monitoring of Socio-Economic Development of the Institute of Economics of NAS of Belarus, made a welcoming speech to the participants of the section. The section presented the significant scientific developments of the department on business environment assessment, made as a result of the four-year study of the SPSR for 2021-2025 “Society and Human Security of the Belarusian State”.
Inga PASHKEVICH, Head of the Macroeconomic Dynamics Analysis Sector of the Institute of Economics of NAS of Belarus, made a presentation “Methodological Approach to Assessing the Impact of the Quality of the Business Environment on Entrepreneurial Activity”. The factors influencing the business environment, integral indicators of different countries, correlation and regression model for assessing the impact of the quality of business environment on entrepreneurial activity were demonstrated.
Valentina SIMKHOVICH, Doctor of Sociology, Professor of the Department of Economic Sociology and Psychology of Entrepreneurial Activity of the Belarusian State Economic University, presented the report “CSR + ESG - a formula for sustainable development”. It was noted that social responsibility should be fully integrated into a company’s strategic decision-making system, become a part of corporate governance and a basis for social partnership - interaction between government and business aimed at solving social problems in various spheres of society.
The section paid much attention to the problem of maintaining financial stability and solvency of business entities in modern conditions. Tatyana VEREZUBOVA, Doctor of Economic Sciences, Professor, Head of the Finance Department of the Belarusian State Economic University, made a report on business insurance. The results of the study of exogenous and endogenous risk factors, analyses of the most dangerous and the most highly profitable types of insurance on the basis of comparing the receipts of insurance premiums and insurance payments were presented.
Natalia PUZYNIA, Candidate of Economic Sciences, Associate Professor of the Finance Department of the St. Petersburg State Economic University, spoke at the section meeting. The report was devoted to the issues of lending for entrepreneurial projects against the pledge of intellectual property. The participants of the conference noted the prospects of introducing such an instrument into the practice of Belarusian and Russian business entities.
The presentations of the business project of the Centre for Creative Solutions “Invisible World” aroused great interest among the listeners. Entrepreneurs Olga POLOSHOVETS and Elena VETROVA told about business development at the present stage, overcoming crisis phenomena, prospects of sales of Belarusian social enterprise franchises to the Russian market.
At the end of the section, a round table was held, during which theoretical and practical aspects of forming a favourable business environment were actively discussed. As a result of the scientific discussions and exchange of opinions, recommendations were developed to improve the system of state regulation of the business environment in the context of modern challenges and threats.
