On November 15, 2024, within the framework of the International Research-to-Practice Conference “Strategy of Economic Development of Belarus: Challenges, Instruments and Prospects” the work of Section 4 “Innovation and Investment Policy in the Digital Era” took place.

The event was organised by the Centre of Innovation and Investment Policy of the Institute of Economics of NAS of Belarus.

Elena PRESNYAKOVA, Head of the Centre, Candidate of Economic Sciences, Associate Professor, addressed a welcoming speech to the participants of the section. During the speech the participants were presented a collection of scientific articles in two volumes based on the conference materials.

Yury ZYUZENKOV, Head of the Main Analytical Department of the State Control Committee, reported on the results of joint work and promising areas of interaction between scientific institutions and control bodies during the welcoming speech.

In the course of the session, the reports of representatives of state administration bodies and prominent scientists on the directions of scientific and technological, innovative and investment development of society in the conditions of economy’s digital transformation were heard.

Sergei NOVIKOV, Head of the Strategic Development Department of the Ministry of Communications and Informatisation of the Republic of Belarus, made a report on “State System of Digital Development Management”. The speech covered megatrends of digital development, assessment of technological readiness of organisations for digital transformation, prospects of creating a digital development centre, preparation of ICT infrastructure and ensuring digital sovereignty in the Republic of Belarus.

Valery BAINEV, Doctor of Economic Sciences, Professor, Head of the BSU Research Laboratory, made a presentation on “Technological quality of socio-economic processes: analysis and management”, where he highlighted the relevance of the development of economic theory on the basis of the cost-benefit approach.

Denis MUHA, Director of the Institute of Economics of NAS of Belarus, addressed the participants of the session with a welcoming speech.

Nikolai DRAGUN, Head of the Centre of Investment and Innovation Policy, devoted his speech to the assessment of the state of the investment sphere and the directions of the investment policy of the Republic of Belarus while the Concept of the Programme of Socio-Economic Development of the Republic of Belarus for 2026-2030 is prepared.

Doctor of Economic Sciences, Professor of BSEU Nina BOGDAN revealed the features of transformational policy in the field of science, technology and innovation, aimed at promoting the transition to sustainable development, strengthening resilience and security in the face of potential risks and uncertainties in her report on the topic: “Transformational innovation policy as a new direction of strategic development”.

The concepts of neutrality of scientific and technological progress according to Hicks and their consideration in the theory of production functions were considered in his speech by Gennady KHATSKEVICH, Doctor of Economic Sciences, Professor of the Department of Economic Informatics of BSUIR.

Alexander SNETKOV, a researcher of the Centre for System Analysis and Strategic Research of NAS of Belarus, made a report on “Technological Sovereignty of the Republic of Belarus: Concept, Legal Framework, Methods of Measurement and Diagnostic Tools”, including proposals for calculating the integral index of technological sovereignty.

At the end of the session, Elena PRESNYAKOVA, Head of the Centre of Innovation and Investment Policy, spoke about the conceptual provisions of the draft Strategy of Technological Security of the Republic of Belarus and scientific developments of the Centre in the field of assessing the readiness of industrial organisations to introduce new and advanced technologies.

Following the session, a scientific discussion was held on the most important and significant aspects of ensuring technological development, topical tools of innovation and investment policy, as well as strategic prospects of digital transformation of the economy.

As a result, recommendations for the resolution of the session were developed jointly.
