On November 15, 2024, within the framework of the International Research-to-Practice Conference “Strategy of Economic Development of Belarus: Challenges, Instruments and Prospects”, a meeting of Section 7 was held

On November 15, 2024, within the framework of the International Research-to-Practice Conference “Strategy of Economic Development of Belarus: Challenges, Instruments and Prospects” a session of Section 7 “Development of Lawmaking and Law Enforcement in the New Geo-Economic Conditions” was held, organised by the Centre of State Building and Law of the Institute of Economics of NAS of Belarus.

This year the section was attended by representatives of the legal community of the Republic of Belarus and the Republic of Kazakhstan. About 30 applications were submitted for participation.

Representatives of the Ministry of Economy of the Republic of Belarus, the Department of Criminal Intelligence of the Ministry of Internal Affairs of the Republic of Belarus, the National Centre of Legislation and Legal Information of the Republic of Belarus, the Minsk City Bar Association, the Presidium of NAS of Belarus, the Belarusian State University, the Brest State University named after A.S. Pushkin, the International University “MITSO” took part in the scientific discussion within the framework of the session.

The session was opened by the Head of the Centre of State Building and Law of the Institute of Economics of NAS of Belarus, Candidate of Law Sciences, Associate Professor Ekaterina GLADKAYA. She thanked those present for their interest and participation in the session, which is traditionally held within the framework of the International Research-to-Practice Conference “Strategy of Economic Development of Belarus: Challenges, Instruments and Prospects”. The Section is a comprehensive platform for discussing topical issues of law-making and law enforcement in the context of ensuring national economic security in the new geo-economic conditions, proper legal regulation of social relations in the context of Belarusian economic development. As part of her speech, the importance of scientific co-operation was noted, and some results of interaction with representatives of the scientific community were announced.

Within the framework of the session’s opening there was a presentation of the materials’ collection of the International Research-to-Practice Conference “Strategy of Economic Development of Belarus: Challenges, Instruments and Prospects”, published in two volumes, as well as the materials’ collection of the International Research-to-Practice Round Table “The Law of National Economic Security: Problems of Formation and Ways of Their Solution”, which was held on June 27, 2024, on the basis of the Institute of Economics of NAS of Belarus on the initiative of the Centre of State Building.

Denis MUKHA, Director of the Institute of Economics of NAS of Belarus, Candidate of Economic Sciences, Associate Professor, made a welcoming speech. He noted the high relevance of the study of economic security problems, the importance of interdisciplinary research at the present stage of the state development.

Friends and partners of the Centre of State Building and Law were presented with souvenirs and scientific publications of the Centre, published in 2024.

Vladimir HLABORDOV, Head of the Legal Department of the Ministry of Economy of the Republic of Belarus, made a welcoming. He emphasised the importance of regulating social relations based on the understanding of the limits of such regulation and the tasks of legal regulation set by the economy.

Evgeny GUBAR, Head of the Department of Criminal Intelligence of the Ministry of Internal Affairs of the Republic of Belarus, in his welcoming speech thanked Ekaterina GLADKAYA for the invitation to take part in the sectional meeting and emphasised the necessity of close interaction between scientific and practical structures for the needs of the economy in the modern period. He also presented souvenirs to Denis MUKHA, Director of the Institute of Economics of NAS of Belarus.

The work of the section started with the report of the Head of the Department of Criminal Law Disciplines of the International University “MITSO”, Candidate of Law Sciences, Associate Professor Andrei DEDKOVSKY on “Mediation as an element of restorative justice: problems and prospects of development”.

Presentations at the section were made by:

Sergey MATVIYCHUK, lawyer of the Minsk City Bar Association, Candidate of Law Sciences, Associate Professor with a report on “The Right to Legal Aid”;

Elena PEREPELITSA, Leading Researcher of the Department of Research in the Field of State Building and Information Law of the Institute of Legal Research of the National Centre of Legislation and Legal Information of the Republic of Belarus, Candidate of Law Sciences, Associate Professor with a report on “The Concept of Legal Responsibility in the Context of Technological Challenges”;

Tatiana GORUPA, Head of the Department of Civil Law Disciplines, Brest State University named after A.S. Pushkin, Candidate of Law Sciences, Associate Professor, with a report on “Public-law means of protecting the rights of services consumers in the context of regional integration and digitalization”;

Antonina TRIPUZOVA, Head of the Sector of Legal Support for Socio-Economic Development of the Centre of State Building and Law, with a report “On the state provision of constitutional principles and norms in the sphere of countering monopolistic activities and developing competition in new geo-economic conditions”;

Eduard SAMOILOV, Senior Lecturer of the Department of Criminal Law Disciplines of the International University “MITSO”, with a report on “Measures of legal protection of the interests of commercial representatives of the Republic of Belarus abroad”;

Natalia VOLKOVA, postgraduate student of the Department of Civil Law Disciplines and Trade Union Work of the International University “MITSO”, with a report on “Civil law liability for offences at the pre-contractual stage of transactions”.

The section ended with a report by Nikolai KOLESENY, a researcher of the National Security, Law Enforcement and International Law Research Department of the Institute of Legal Research of the National Centre of Legislation and Legal Information of the Republic of Belarus, entitled “Digitalisation and Digital Economy as Objects of Criminal Law Protection”.

The reports of Andrei DEDKOVSKY, Elena PEREPELITSA, Tatiana GORUPA became the subject of a wide scientific discussion.
