On May 29, 2025, the Institute of Economics of NAS of Belarus hosted a round table entitled “Tools and Mechanisms for Ensuring Sustainable Innovative and Investment Development of the Republic of Belarus in the Context of Challenges and Threats” organized by the Center of Innovation and Investment Policy of the Institute of Economics of NAS of Belarus. The round table was attended by representatives of the Belarusian State University, the Belarusian State Economic University, the Belarusian National Technical University, the Polesie State University, the Research Economic Institute of the Ministry of Economy of the Republic of Belarus, and the Vitebsk State Technological University.
The welcoming speech was made by the Director of the Institute of Economics of NAS of Belarus Denis MUKHA, who outlined the relevance of the chosen topic in the current period and for the upcoming five-year period of 2026-2030.
The Head of the Center of Innovation and Investment policy of the Institute of Economics of NAS of Belarus, Candidate of Economic Sciences, Associate Professor Elena PRESNYAKOVA opened the round table with a report on the topic: “Mechanisms for improving the innovation and investment policy of the Republic of Belarus in the context of ensuring sustainable development”. The main developments of the Center were presented, including an assessment of the parameters for achieving sustainable development goals and an assessment of the readiness of industrial enterprises to introduce new and advanced technologies.
Professor Vladimir PUZIKOV, Doctor of Economic Sciences, Professor of the BSU Institute of Business, presented a report on the topic: “Methodology for selecting economic security indicators in the context of innovative development”. He substantiated that the elaboration of economic development models based on an assessment of intellectual capital state, taking into account digitalization and regionalization, will allow to obtain qualitative characteristics of the economy state and determine modern priorities for economic growth.
Nina BOGDAN, Doctor of Economic Sciences, Professor of the Department of National Economy and Public Administration of the BSEU, presented a report on the topic: “Methodology for constructing a financial architecture of an effective innovation policy in the context of ensuring the economic security of Belarus”. During the study, methodological foundations and practical recommendations for improving the financial architecture of innovation policy mechanisms for sustainable development were developed.
Sergey KRISTINEVICH, Professor of the Department of Economic Theory of the BSEU, Doctor of Economic Sciences, Associate Professor, presented a report on the topic: “Power strategies in the global economy: from development institutions to interventions”.
Head of the Department of Highly Qualified Scientific Personnel Training of the BNTU, Candidate of Economic Sciences, Associate Professor Irina USTINOVICH presented a report on a topical issue: “Scientific and Industrial Integration: Principles and Organization of Interaction between Participants”.
During a short break, Denis MUKHA and Elena PRESNYAKOVA presented the participants of the round table with monographs prepared by the staff of the Institute of Economics of NAS of Belarus.
Associate Professor of the Department of Economics and Business of Polesie State University, Candidate of Economic Sciences, Associate Professor Valentina DRUK revealed the main points of the report: “Efficient innovation and investment mechanisms aimed at ensuring the economic security of the Republic of Belarus”. In particular, it was established that the concept of the multidisciplinary cluster “Polesie” defines the target state of each of the profiles as a system of interacting subjects of the triad “business” – “science (university)” – “government”. A strategic map for the development and scaling (incubation) of business in a cluster environment has been created.
Head of the Department of Industrial Economics of the BSEU, Honored Worker of Education of the Republic of Belarus, Doctor of Economic Sciences, Professor Lyudmila NEKHOROSHEVA chose the topical issue of “Intellectualization of the Economy of the Republic of Belarus and Management of Intellectual Resources of Organizations”. It was emphasized that the Republic of Belarus needs to develop conceptual approaches and strategies for managing the intellectual resources of organizations as soon as possible, create new business models in the context of developing the market for high-tech products based on intellectual property, substantiate proposals for their use and implement them in practice.
Head of the Center of Investment and Innovation Policy of the SSI “Research Economic Institute of the Ministry of Economy of the Republic of Belarus”, Candidate of Economic Sciences, Associate Professor Nikolai DRAGUN presented a report on the topic: “Investment Policy of the Republic of Belarus in the Context of the Implementation of the Social and Economic Development Program for 2026-2030”.
Head of the Department of World Economy of the BSEU, Candidate of Economic Sciences, Associate Professor Elena PETRUSHKEVICH highlighted such an issue as “Toolkit for improving innovation and investment mechanisms in the context of global reconfiguration of foreign economic relations”. In particular, there were substantiated methodological approaches to improving innovation and investment mechanisms for ensuring the country’s socio-economic security under the influence of global and regional reformatting of foreign economic relations as part of the restrictive FDI policy and the policy of stimulating outward direct investment.
Professor of the Department of Innovation and Entrepreneurship of the BSU, Doctor of Economic Sciences, Candidate of Engineering Valery BAINEV and the Head of the Scientific and Technical Information Department of the Republican Scientific Subsidiary of the UE “Institute of Land Reclamation” Sergey MAKAREVICH presented the developments obtained in the course of the scientific research on the topic: “The state system of scientific and technical information of the Republic of Belarus in the system of ensuring the technological sovereignty of the country”.
Elena ALEKSEEVA, Head of the Postgraduate Program, Associate Professor of the Department of Economics and Electronic Business of VSTU, Candidate of Economic Sciences, Associate Professor, delivered a report on the topic: “Neo-cluster concept in the era of Industry 4.0: challenges and opportunities for the Republic of Belarus”. It was noted that within the framework of the study, methodological recommendations were developed for the creation of digital platforms for supply chain management in neo-clusters, the use of which will significantly increase their efficiency, competitiveness and integration into global value chains.
At the end of the presentations, the results of the round table were summed up and recommendations were developed that can be used by government bodies, industrial and scientific organizations to ensure sustainable innovative and investment development of the Republic of Belarus.
