On June 5, 2025, the Institute of Economics of NAS of Belarus hosted the International Research-to-Practice Round Table “Legal Support for National Economic Security: Theoretical and Practical Issues of Improving Lawmaking and Law Enforcement”.
The round table was organized by the Center of State Building and Law of the Institute of Economics of NAS of Belarus.
Co-organizers: the Law Faculty of the Kazan Innovative University named after V.G. Timiryasov (IEML), the Western Branch of the Russian Presidential Academy of National Economy and Public Administration (Kaliningrad, Russia), the Department of Entrepreneurial and Energy Law of the Law Faculty of the Kazan Federal (Volga Region) University, the Department of Civil Law Disciplines of the Law Faculty of the Brest State University named after A.S. Pushkin, Department of Criminal Law Disciplines of the Law Faculty of the International University “MITSO”.
The event was opened by the Director of the Institute of Economics of NAS of Belarus, Candidate of Economic Sciences, Associate Professor Denis MUKHA. He noted the high level of its preparation, pointed out the importance of resolving the issues raised, determined the vector of further development of scientific cooperation between the participants of the round table and wished them fruitful work.

The round table was moderated by the Head of the Center of State Building and Law of the Institute of Economics of NAS of Belarus, Candidate of Law Sciences, Associate Professor Ekaterina GLADKAYA.
As part of the round table, expert opinions were expressed on solving general theoretical and practical issues of improving lawmaking and law enforcement in the context of legal support for national economic security, including: key areas, main methods and mechanisms for reducing criminogenic risks in the economy of the Republic of Belarus were noted; problems of legal support for security of entrepreneurial activity were considered; legal aspects of building a data economy while solving the problems of ensuring national economic security; attention was paid to the socio-economic security of inclusive employment in Belarus; issues of legal regulation of workers’ personal data processing in Belarus and Russia in the digital age. The interim results have been summarized of the five-year research work of the Center of State Building and Law “Theoretical and Methodological Foundations and Mechanisms for Improving the Legal Support for Economic Security of the Republic of Belarus” carried out within the framework of task 3.07 “Scientific Foundations for Improving the Legal Support for Economic Security of the Republic of Belarus” of the State Program for Scientific Research for 2021-2025 “Society and Humanitarian Security of the Belarusian State”, subprogram “Economy”.

The presentations of the round table participants were accompanied by a lively scientific discussion. In particular, opinions were expressed regarding the prospects for the adoption of the Entrepreneurial Code in the Russian Federation and the Economic Code in the Republic of Belarus, legal regulation of big data, directions for the development of social entrepreneurship in the Republic of Belarus, the need to toughen penalties for committing economic crimes, and revise approaches to the contractual employment system.
The event was attended by representatives of leading educational institutions of Belarus and Russia, representatives of the National Center of Legislation and Legal Information of the Republic of Belarus, the National Center of Intellectual Property, the State Institution “Scientific and Practical Centre for Problems of Reinforcing Law and Order of the Prosecutor General’s Office of the Republic of Belarus”, and the Minsk City Bar Association.
Based on the results of the round table, a collection of scientific articles will be published.
