On October 2-10, 2025, staff members of the Center of State Building and Law participated in a number of significant academic events on legal topics.

On October 2, Ekaterina GLADKAYA, Head of the Center of State Building and Law, participated in the 5th International Research-to-Practice Conference “Social Partnership. Law. Economics”, dedicated to the 35th anniversary of the Federation of Trade Unions of Belarus and the 95th anniversary of trade union education. The conference was organized by International University “MITSO”.

The conference opened with a welcoming speech by Yuri SENKO, Chairman of the Federation of Trade Unions of Belarus.

Vladimir POZDNYAKOV, Rector of the International University “MITSO”, and Deyin FU, Rector of the China University of Labor Relations, welcomed the participants.

During the plenary session, Belarusian and international experts presented their reports as follows:

Mikhail MYASNIKOVICH, Corresponding Member of the NAS of Belarus, Doctor of Economic Sciences, Professor, on the topic “Scientific and Practical Approaches to the Development of Social Partnership at the Current Stage”;

Grigory VASILEVICH, Head of the Department of Constitutional Law at the Faculty of Law of the Belarusian State University, Corresponding Member of the NAS of Belarus, Honored Lawyer of the Republic of Belarus, Doctor of Law Sciences, Professor, spoke on “Social Partnership in the Context of the Constitutional Principle of Individual Social Responsibility”;

Jing LI, Doctor of Law Sciences, Professor at the School of Law at the China University of Labor Relations, spoke on “Comparative Analysis of the Civil Code and Labor Legislation Provisions”;

Vitaly PUNCHENKO, Deputy Director of the Belarusian Institute for Strategic Research; and Svetlana ALEYNIKOVA, Doctor of Political Sciences, Associate Professor, Analyst at the Belarusian Institute for Strategic Research, Head of the Accredited Sociological Laboratory, spoke on “Current Trends in the Social Well-Being of Workforce”, among others.

Following the plenary session, the conference’s scientific sections took place. Ekaterina GLADKAYA made a presentation on the topic “Theoretical Concept of the Legislation on Property Rights Development in the Context of Belarusian Economy Digitalization”.

On October 2-3, the 3rd CIS and EAEU Youth Forum was held in Minsk.

It provided a platform for interaction between young leaders from the member states of the Commonwealth of Independent States and the Eurasian Economic Union.

The goal of the forum was to bring together intellectual youth to cooperate in various fields, foster youth initiatives, and strengthen ties between member countries of these integration associations.

Yanina ASHARCHUK, Junior Researcher at the Sector of Environmental and Legal Research, participated in the event as the Youth Ambassador for SDG 14 “Conservation of Marine Ecosystems” in the “Youth Initiatives” track.

On October 6-7, the 13th International Forum “Anti-Counterfeit-2025” was held. It focused on combating the illegal trafficking of industrial products, including protecting intellectual property rights.

The forum was organized by the Eurasian Economic Commission, the International Anti-Counterfeit Association, the State Committee on Science and Technology of the Republic of Belarus, and the National Center of Intellectual Property.

The forum was opened by Alexey KURMAN, Director General of the National Center of Intellectual Property of the Republic of Belarus.

Welcoming remarks were made by Deputy Prime Minister of the Republic of Belarus Natalya PETKEVICH, Chairman of the State Committee on Science and Technology of the Republic of Belarus Sergei SHLYCHKOV, Member of the Board (Minister) for Economy and Financial Policy of the Eurasian Economic Commission Bakhyt SULTANOV, etc.

The event was attended by representatives of sectoral ministries and concerns, law enforcement and antitrust agencies, educational institutions, enterprises, and exporting organizations.

At the forum, participants examined in detail current issues related to the fight against counterfeit products and piracy in the Eurasian Economic Union. Particular attention was paid to strengthening practices and harmonizing approaches, implementing mandatory product labeling systems, and new legislative mechanisms to prevent illegal trade online. Discussions focused on pharmaceutical safety, pesticide and fertilizer market regulation, protecting the children’s product market from counterfeiting, and sharing experiences in interacting with marketplaces.

On October 7, the forum hosted the 5th International Research-to-Practice Conference “Intellectual Property in the Modern World: Challenges and Development Prospects”.

The event was organized by the State Committee on Science and Technology of the Republic of Belarus and the National Center of Intellectual Property, with the support of the United Nations Development Program in the Republic of Belarus.

Participants discussed key trends in intellectual property (IP): from the introduction of multidimensional holographic security labels and the development of online copyright to the role of IP as a financial asset in the Eurasian Economic Union. Attention was also paid to practical issues of IP management in scientific, educational, and other organizations. Of particular interest were issues of legal protection for high-tech developments, the lawful use of artificial intelligence, and much more.

The event was attended by Ekaterina GLADKAYA and Junior Researchers at the Sector of Legal Support for Economic Security, Daria BONDAR and Vladislav KHOMICH.

On October 9, one of the year’s key legal events took place: Republican Research-to-Practice Conference “LEGAL POLICY, SCIENCE, PRACTICE – 2025”. It was held as part of the 7th Autumn Scientific Session – a series of research-to-practice events dedicated to current issues of law and government development. The conference was traditionally organized by the National Center of Legislation and Legal Information (NCLLI).

The conference was attended by representatives of the Presidential Administration, the State Secretariat of the Security Council, the Constitutional Court, the Prosecutor General’s Office, the House of Representatives, other government agencies and organizations, the legal academic community from Belarus and Russia, and businesses.

NCLLI Director Andrei MATELSKY opened the scientific forum.

Olga CHUPRIS, Deputy Head of the Presidential Administration of the Republic of Belarus, Doctor of Law Sciences, Professor, Honored Lawyer of the Republic of Belarus, delivered a welcoming speech. Natalia KARPOVICH, Deputy Chairperson of the Constitutional Court of the Republic of Belarus, Doctor of Law Sciences, Professor, Honored Lawyer of the Republic of Belarus, continued the formal proceedings.

Alexander RAKHAMANOV, Deputy State Secretary of the Security Council of the Republic of Belarus and Honored Lawyer of the Republic of Belarus, delivered a welcoming address on behalf of State Secretary of the Security Council of the Republic of Belarus Alexander VOLFOVICH.

The plenary session featured keynote reports, which, according to the Director of the NCLLI, are intended to set the coordinating vector and create a unified context for further interaction.

Following the plenary session, discussions continued in 4 roundtable sections: “Current Issues of Legal Support for the Information Sovereignty of the Republic of Belarus”; “Environmental Code – a New Vector for the Development of National Law and Legislation”; “The Legal Status of Economic Entities and Their Associations: Trends, Prospects, and Risks”; and “International Legal Support for Protecting the Interests of the Republic of Belarus in the Context of Unilateral Sanctions”.

The event was attended by Ekaterina GLADKAYA and members of the Sector of Environmental and Legal Research, including Head of the Sector Maria KURILOVICH, Leading Researcher Oksana SLIZHESKAYA, and Junior Researcher Yanina ASHARCHUK.

On October 10, as part of the 7th Autumn Scientific Session, the scientific readings “The Dynamics of Legal Establishment and Law Enforcement in the Sphere of Public Law Relations” were held, in which Antonina TRIPUZOVA, Head of the Sector of Legal Support for Socioeconomic Development, participated.
