Plenary Session of the Annual International Research-to-Practice Conference “Strategy for the Development of the Belarusian Economy: Challenges, Tools, and Prospects”

On November 13, 2025, a Plenary Session of Annual International Research-to-Practice Conference “Strategy for the Development of the Belarusian Economy: Challenges, Tools, and Prospects” was held in Conference Room No. 2 of the Presidium of the NAS of Belarus. The conference was organized by the Institute of Economics of the NAS of Belarus and aimed at discussing priority areas for the development of the national economy.

Representatives of leading national and international research organizations, higher education institutions, national government bodies, media, and the real sector of the economy participated in the plenary session. The conference brought together participants from Belarus, Russia, Armenia, Turkmenistan, Uzbekistan, China, and Bosnia and Herzegovina.

Director of the Institute of Economics of the NAS of Belarus Denis MUKHA, Candidate of Economic Sciences, Associate Professor, opened the conference. He emphasized that the conference was organized within the framework of the interdisciplinary research cluster “Belarusian Economic School”, created at the NAS of Belarus. He noted the high importance of scientific integration of researchers from various countries, and announced the program of meetings, the work schedule, and the speakers at the plenary session.

Vasily GURSKY, Chief Academic Secretary of the NAS of Belarus, Doctor of Economic Sciences, Associate Professor, delivered a welcoming address to the conference participants on behalf of Vladimir KARANIK, Chairman of the Presidium of the NAS of Belarus, Candidate of Medical Sciences.

Vladimir GUSAKOV, Honored Scientist of the Republic of Belarus, Academician of the NAS of Belarus, Doctor of Economic Sciences, Professor, and Head of the Interdisciplinary Research Cluster “Belarusian Economic School”, Alexander KOVALENYA, Academician-Secretary of the Department of Humanities and Arts of the NAS of Belarus, Academician of the NAS of Belarus, Doctor of Historical Sciences, Professor, and Yulia VOLKOVA, Member of the House of Representatives of the National Assembly of the Republic of Belarus, Candidate of Economic Sciences, Associate Professor, also addressed the conference participants with a welcoming remarks.

The plenary session featured scientific papers on sustainable development of the national economy.

Vasily GURSKY, Chief Academic Secretary of the NAS of Belarus, Doctor of Economic Sciences, Associate Professor, outlined the specifics of the Belarusian economic science methodology.

The impact of demographic characteristics on the development of the modern economy was reflected in a report by Alexander SHIROV, Director of the Institute of Economic Forecasting of the Russian Academy of Sciences, Corresponding Member of the Russian Academy of Sciences, Doctor of Economic Sciences, Professor.

Yulia LAVRIKOVA, Director of the Institute of Economics of the Ural Branch of the Russian Academy of Sciences, Doctor of Economic Sciences, Associate Professor, delivered an online report titled “Alternative Scenarios for the Long-term Socioeconomic Development of an Industrialized Region”.

Mikhail Golovnin, Director of the Institute of Economics of the Russian Academy of Sciences, Corresponding Member of the Russian Academy of Sciences, Doctor of Economic Sciences, Professor, made a report on financial cooperation between Russia and Belarus in the context of global economic fragmentation.

Mary Manucharyan, Director of the Institute of Economics named after M. Kotanyan of the National Academy of Sciences of the Republic of Armenia, Candidate of Economic Sciences, Associate Professor, presented an online report titled “Import Dependence: The Problem of Food Security” via Zoom.

The discussion was continued by Andrei PILIPUK, Director of the Institute of System Research in Agriculture of the NAS of Belarus, Corresponding Member of NAS of Belarus, Doctor of Economic Sciences, Professor, with a report on the technological competitiveness of the Belarusian agro-industrial complex.

Alexander GOTOVSKY, Deputy Director for Research at the Institute of Economics of the NAS of Belarus, Candidate of Economic Sciences, outlined the potential for economic growth in the current context of global economic reconfiguration.

Alexei BYKOV, Vice-Rector for Research at the Belarusian State Economic University, Doctor of Economic Sciences, Professor, emphasized the dependence of income growth on various factors: export growth, changing pricing conditions for Belarusian exports on the Russian market, and the availability of production resources.

Elena VANKEVICH, Doctor of Economic Sciences, Professor of the Department of Economics and Electronic Business at the Vitebsk State Technological University, noted the impact of sanctions on the Belarusian labor market.

The impact of system financial stress on economic activity and inflation in Belarus was determined in a report by Natalia MIRONCHIK, Head of the Research and Strategic Development Department of the National Bank of the Republic of Belarus, Candidate of Economic Sciences.

Evgeniya NAZAROVA, Deputy Director of the Institute for Regional Economic Studies of the Russian Academy of Sciences, Candidate of Economic Sciences, briefed conference participants on the stages of developing a system of indicators for assessing and analyzing the competitive attractiveness of regions in the country’s socioeconomic development.

Valery GONCHAROV, Director of the Center for System Analysis and Strategic Research of the NAS of Belarus, Candidate of Economic Sciences, concluded the plenary session with a report titled “Strategic Projects: Toward a New Imperative in Government Forecasting”.

Summing up the plenary session, Denis MUKHA, Director of the Institute of Economics of the NAS of Belarus, Candidate of Economic Sciences, noted the high relevance and profound content of the presentations. He expressed gratitude to all participants and organizers of the plenary session for the rich program and fruitful work, and commended the high standard of the event.

To ensure a broad expert discussion of Belarusian socioeconomic development challenges and maintain a high level of international scientific cooperation, the conference was broadcast live on YouTube and Zoom.

Following the event, a resolution was adopted.
