On November 14, 2025, Section 2, “Development of the Business Environment in the Context of Modern Challenges and Threats”, was held as part of the conference “Strategy for the Development of the Belarusian Economy: Challenges, Tools, and Prospects”, organized by the Institute of Economics of the NAS of Belarus.
During the session, participants analyzed key challenges and issues in the development of the business environment: digital transformation, labor shortages, and changes in the global trade structure. They discussed strategies for increasing the competitiveness of the business environment, subsidy and credit mechanisms, and the role of development institutions in creating favorable conditions for entrepreneurship in an era of instability.
Anna POPKOVA, Head of the Department of Monitoring Socioeconomic Development at the Institute of Economics of the NAS of Belarus, Candidate of Economic Sciences, Associate Professor, addressed the section participants.
Vera LEVINA, Doctor of Economic Sciences, Professor at the “Innovative Management and Social Entrepreneurship” Department of the “Captains” Charitable Foundation for the Support of Educational Programs at the Plekhanov Russian University of Economics, presented a report entitled “Development of Regional Budget Instruments for Regulating the Environment for Small Businesses”.
The key challenges in regulating and supporting the development of small and medium-sized businesses were presented, as were budgetary instruments used by regional and local authorities in the Russian Federation to engage proactive youth in entrepreneurial projects. A set of proposals for stimulating business activity at the regional and local levels was also defined.
Natalia PUZYNYA, Candidate of Economic Sciences, Associate Professor at the Department of Finance at the St. Petersburg State University of Economics, made a report titled “Business Responsibility for the Operation of Main Gas Pipeline Protection Zones: International Trends”. The author presented the results of a research project aimed at identifying the most successful practices worldwide for maintaining main gas pipeline protection zones and assessing the feasibility of their use by Russian operating organizations.
Nikita RUMYANTSEV, Candidate of Economic Sciences, Associate Professor, Head of the Laboratory for Reproduction Process Research, Researcher at the Center for Structural Research and Forecasting of Territorial Development at the Vologda Scientific Center of the Russian Academy of Sciences, delivered a report titled “Development of Methodological Tools for Determining Promising Economic Specializations in a Region”. The expert presented his own methodological approach to quantitatively assessing the potential of promising economic specialization, integrating 4 key blocks: the effectiveness of industry specialization, market potential, innovative activity, and patent and publication capacity.
Olga MOTORINA, Senior Researcher at the Sector of Macroeconomic Dynamics Analysis at the Institute of Economics of the NAS of Belarus, made a report entitled “Reducing the Administrative Burden on Belarusian Business: Mechanism and Recommendations”. The report focused on overcoming administrative difficulties faced by entrepreneurs, as well as presenting a developed mechanism for eliminating excessive barriers and a set of specific recommendations for reducing the administrative burden on businesses. The proposed measures are aimed at optimizing business processes and reducing transaction costs in the economy.
Following the presentations, a roundtable discussion was held on the topic of creating a favorable business environment. It focused on current issues of entrepreneurship development in the face of modern challenges and threats, institutional, financial, organizational, and informational support for small and medium-sized businesses, stimulating innovative start-ups, nurturing entrepreneurial talent, and cooperation between Belarus and Russia to implement advanced mechanisms and tools to stimulate entrepreneurial activity.
