On November 14, 2025, Section 4, “Innovation and Investment Policy in the Digital Age”, was held as part of the International Research-to-Practice Conference “Strategy for the Development of the Belarusian Economy: Challenges, Tools, and Prospects”.

The event was organized by the Center of Innovation and Investment Policy of the Institute of Economics of the NAS of Belarus.

Elena PRESNYAKOVA, Candidate of Economic Sciences, Associate Professor, head of the Center, addressed the section participants with a welcoming speech. A three-volume collection of research papers was presented, along with monographs published by the Center this year.

Yuri ZYUZENKOV, Head of the Main Analytical Department of the State Control Committee, told about the results of joint work and promising areas of collaboration between scientific institutions and regulatory bodies.

The meeting featured presentations by government officials and leading academics on the scientific, technological, innovative, and investment development of society in the context of the digital transformation of the economy.

Elena PRESNYAKOVA, Candidate of Economic Sciences, Associate Professor, Director of the Center, presented a report on “Mechanisms for Improving Innovation and Investment Policy in the Republic of Belarus in the Context of Ensuring Sustainable Development”. It examined mechanisms for integrating scientific and technical activities with the real sector, including the formulation of State Program for Scientific Research (SPSR) and Scientific and Technical Program (STP) assignments, as well as the center’s developments in assessing the readiness of industrial organizations to implement new and advanced technologies.

Nina BOGDAN, Doctor of Economic Sciences, Professor at BSEU, discussed the concept of emerging technologies, the challenges of managing modern technologies, and indicators for assessing AI in her report titled “Problems of Managing Modern Technologies”.

Nikolai DRAGUN, Head of the Center of Investment and Innovation Policy at the State Scientific Institution “Research Economic Institute of the Ministry of Economy of the Republic of Belarus”, focused on the main areas for improving state policy in the field of cluster development in the Republic of Belarus.

Denis MUKHA, Director of the Institute of Economics of the NAS of Belarus, addressed participants with a welcoming speech.

Marina AKHMETOVA, Candidate of Economic Sciences, Associate Professor of the Department of Economics and Finance at Perm National Research Polytechnic University, presented a report entitled “Assessing the Institutional-Factor Potential of an Oil and Gas Company (using PJSC LUKOIL as an Example)”. She outlined the methodology for assessing PJSC LUKOIL’s institutional-factor potential.

Yulia EVSTAFIEVA, Candidate of Economic Sciences, Associate Professor at Lomonosov Moscow State University, discussed the Russian Federation’s experience with offset contracts in public procurement.

Valery BAINEV, Doctor of Economic Sciences, Professor, Head of the Research Laboratory at BSU, presented a report on “Political and Economic Foundations for Ensuring the Quality of National Economic Development: A Utility-Technological Approach”, He highlighted the relevance of developing the national economy through the use of a utility-technological approach.

Irina KAZACHOK, Leading Specialist in the Aerospace Activities Department of the NAS of Belarus, discussed the development of methodological materials for assessing the economic impact of using scientific and technical results obtained within the Union State program aimed at creating a multi-purpose space system based on multi-satellite constellations of small spacecraft.

Vladimir LEMEKH, Candidate of Economic Sciences, discussed why innovation processes fundamentally defy forecasting.

At the conclusion of the Section, Valentina KARELINA, Candidate of Economic Sciences, made a report highlighting the importance of the scientific school as the foundation for the development of technological sovereignty and an innovative economy.

Following the session, a discussion took place on the most important and significant aspects of ensuring technological development, relevant tools for innovation and investment policy, and the strategic prospects for digital transformation of the economy.

Recommendations were jointly developed for the Section resolution.
