On November 14, 2025, Section 7, “Development of Lawmaking and Law Enforcement in the New Geo-Economic Conditions”, was held as part of the International Research-to-Practice Conference “Strategy for the Development of the Belarusian Economy: Challenges, Tools, and Prospects”. The conference was organized by the Center of State Building and Law of the Institute of Economics of the NAS of Belarus.
International and Belarusian scholars participated in the section, including representatives of the Institute of Ecology and Subsoil Use Problems of the National Academy of Sciences of Tatarstan, the St. Petersburg State University of Economics, the Kazan Innovative University named after V.G. Timiryasov (IEML), the Western Branch of the Russian Presidential Academy of National Economy and Public Administration, the National Academy of Sciences of Belarus, the National Center of Legislation and Legal Information of the Republic of Belarus, the National Center of Intellectual Property, the National Personal Data Protection Center, the Research Institute of Labor of the Ministry of Labor and Social Protection of the Republic of Belarus, the Center for System Analysis and Strategic Research of the NAS of Belarus, the Republican Center for Hydrometeorology, Control of Radioactive Contamination and Environmental Monitoring, the Belarusian State University, the Belarusian State Economic University, the Vitebsk State University named after P.M. Masherov, the Brest State University named after A.S. Pushkin, and the International University “MITSO”. 28 applications were submitted for participation in the section.
Ekaterina GLADKAYA, Head of the Center of State Building and Law at the Institute of Economics of the NAS of Belarus, Candidate of Legal Sciences, Associate Professor, opened the session. She thanked those present for their interest and participation in the session, which is traditionally held as part of the International Research-to-Practice Conference “Strategy for the Development of the Belarusian Economy: Challenges, Implementation Tools, and Prospects”. It provides a platform for discussing current issues in lawmaking and law enforcement in the context of ensuring national economic security in the new geo-economic environment, the challenges of developing a cross-sectoral array of legal norms, the necessary infrastructure, and a special legal regime for economic entities in terms of developing and promoting advanced technologies. In terms of the five-year planned research completion, her presentation highlighted the most important results obtained by the center’s staff during the reporting period and noted the high level of their validation.
The opening session included a presentation of the three-volume proceedings of the International Research-to-Practice Conference “Strategy for the Development of the Belarusian Economy: Challenges, Tools, and Prospects”, as well as the collection of research articles from the International Research-to-Practice Roundtable “Legal Support for National Economic Security: Theoretical and Practical Problems of Improving Lawmaking and Law Enforcement”, which took place on June 5, 2025, at the Institute of Economics of the NAS of Belarus initiated by the Center for State Building and Law.
Director of the Institute of Economics of the NAS of Belarus, Denis MUKHA, Candidate of Economic Sciences, Associate Professor, welcomed the participants of the session. He noted the high relevance of research in the area of the legal support for economic security, as well as the need to maintain a practice-oriented approach to legal research at the current stage of national development.
The section started with a presentation by Maria KURILOVICH, Head of the Sector of Environmental and Legal Research at the Center of State Building and Law at the Institute of Economics of the NAS of Belarus, Candidate of Legal Sciences, on the topic “On Improving the Efficiency of Legal Regulation of Public Relations Connected with the Use of New Technologies in the Environmental Sphere”.

Nikolai KOLESEN, Researcher of the National Center of Legislation and Legal Information of the Republic of Belarus, with a report on “Characteristics of Resolving Social Conflicts Arising from the Commission of a Crime in the Context of Existing Geo-Economic Challenges”;
Victoria ZHILINSKAYA, Postgraduate Student at the International University “MITSO”, with a report on “Prospects for the Development of Digital Entrepreneurship”;
Vladislav KHOMICH, Junior Researcher of the Sector of Legal Support of Economic Security at the Center of State Building and Law at the Institute of Economics of the NAS of Belarus, with a report on “Some Theoretical and Methodological Approaches to Improving the Legal Regulation of Economic Relations in the Context of Illegal Restrictive Measures Imposed against the Republic of Belarus”;
Antonina TRIPUZOVA, Head of the Sector of Legal Support of Socioeconomic Development of the Center of State Building and Law at the Institute of Economics of the NAS of Belarus, with a report on the topic “On some problems and prospects of constitutional and legal regulation of competitive relations in the Republic of Belarus”.
The section concluded with a presentation by Yanina ASHARCHUK, Junior Researcher of the Sector of Environmental and Legal Research of the Center of State Building and Law at the Institute of Economics of the NAS of Belarus, on the topic “Some Aspects of Improving Legislation Regulating the Distribution and Population of Invasive Species in the Republic of Belarus”.
The reports by Oksana SLIZHEVSKAYA, Nikolai KOLESEN, Victoria ZHILINSKAYA, and Antonina TRIPUZOVA served as the subject of a broad discussion. It is gratifying to note the genuine interest of these young scientists in addressing the problematic issues raised in their presentations.
