On May 21, 2026, parliamentary hearings on the topic “On the Development of Youth Policy in the Union State” were held in Smolensk, Russian Federation. The event was organized by the Parliamentary Assembly Committee on Youth Policy and Sports.

The hearings began with a flower-laying ceremony at the Eternal Flame of the memorial complex in the Heroes’ Memory Square. Participants honored the memory of the Fatherland defenders.

The main discussion took place at the Tenishev Cultural and Exhibition Center. The hearings were attended by Artem TUROV, Chairman of the Parliamentary Assembly Committee and State Duma Deputy; Vasily ANOKHIN, Governor of the Smolensk Region; Sergei KLISHEVICH, Deputy Chairman of the Committee and Member of the House of Representatives of the National Assembly of the Republic of Belarus; Alexey KAZAKOV, Deputy State Secretary of the Standing Committee of the Union State; representatives of the Ministry of Education of the Republic of Belarus, the Ministry of Science and Higher Education of the Russian Federation, the Federal Agency for Youth Affairs, as well as members of parliament, the scientific community, and activists of the Union State Youth Chamber.

In his welcoming remarks, Vasily ANOKHIN noted: “We are implementing patriotic projects together with Belarus. As part of the 2026 Youth Capital of Russia status, more than 200 events are planned this year, which will be attended by young people from Russia and Belarus”.

Sergei KLISHEVICH emphasized the strategic importance of this task: “The goal of our seminar is to think long-term. So that when the time comes for young people to take responsibility for our countries, they understand how to move forward in a spirit of friendship, mutual understanding, respect, and mutual support. What’s needed now is a two-way refinement of approaches to working with young people. We need to seek common practices and see where we can unite to solve common problems”.

Representing the National Academy of Sciences of Belarus, Marina LEBEDEVICH, Academic Secretary of the Council of Young Scientists of the NAS of Belarus and Chair of the Council of Young Scientists of the Institute, participated in the hearings. She presented a report entitled “Youth Policy of the NAS of Belarus in the Context of the Union State’s Unified Scientific and Technological Space Formation”. A key initiative proposed was the allocation of targeted funding for joint grants for young scientists from Belarus and Russia.

According to the speaker, this measure will help build sustainable research teams, intensify integration processes, and retain young scientists in science.

Following the hearings, participants exchanged experiences and developed recommendations aimed at nurturing responsible, patriotic youth and further strengthening the Union State.
