The series of scientific works includes three editions: joint monographs “Conceptual framework for improving the legal support of scientific, technical and innovation activities in the Republic of Belarus” and “Organizational and legal framework of the contract system in the field of research and development”, as well as Scientific and practical commentary to the Law of the Republic of Belarus dated October 21, 1996 “On Scientific Activity”, which reflected the results of scientific research conducted by the Center of State Building and Law of the Institute of Economics of NAS of Belarus in 2017-2020.
The monograph “Conceptual framework for improving the legal support of scientific, technical and innovation activities in the Republic of Belarus” is the first comprehensive study of the problems of scientific activities carried out by domestic scientists lawyers and economists. The main result of the authors’ scientific research is the developed Concept for improving the legal regulation of scientific, technical and innovation activities in the Republic of Belarus, which substantiates the need for adopting a codified statute that will create a modern comprehensive approach to the legal regulation of the scientific and innovation sphere, relevant to socio-economic conditions, found upon scientifically based decisions and taking into account the need to create a favorable climate in the country’s economy to get investors in the areas of science and production.
The monograph “Organizational and legal framework of the contract system in the field of research and development” defines the prospects of improving the legal regulation of R&D procurement for the domestic legal system. The scientific results form the basis of the draft CIS model law “On the contract system in the field of research and development” elaborated by the scientists of the Center of State Building and Law.
The Scientific and practical commentary to the Law of the Republic of Belarus dated October 21, 1996 “On Scientific Activity” provides a deeper disclosure and clarification of the main principles of scientific activity with an indication of the special legislative acts that regulate the relations adjacent to the commented norm.
